NSI consultants chose to eliminate some expenses such as purchasing cleaning supplies at the polling booths, not to hire staff to do quick counting and not to print ballot papers on security paper, but rather on traditional paper.

The purchase of sanitary supplies for voting booths was planned due to the Covid-19 pandemic, but due to insufficient budget, the procurement of disinfectant wipes, antibacterial spray and cleaning materials such as chlorine, detergent, buckets and mops has been phased out. This will save 59.2 million pesos.

Another modification was that instead of printing the ballot papers to cancel the authorization on a security sheet, it would be done on traditional paper, which, however, would have security measures to ensure that the authenticity of these documents could be identified. This will save 6 million pesos.

Given this budget cut, the National Institute of Education has on several occasions requested resources from the Ministry of Finance and Public Credit (SHCP), but the agency has refused. This affected the installation of the boxes. Originally, 161,000 funds were planned, as required by law, but due to the reduction, only 57,500 funds will be placed.
